The Black Mountain Ranch Subarea Plan limited the number of homes to 5,400 within its 5,100 acres. Voters approved 67% designated for open space and parks while 29% dedicated to housing.
It took over 17 years to develop Black Mountain Ranch. Fred Maas developed this community. As a local San Diego businessman with a background in sustainable building practices and as a politician Fred Maas fulfilled a lifetime dream.
Two separate housing developments occurred in Black Mountain Ranch. One called the Del Sur development in the northern half and the other called Santaluz in the southern half.
